두 개의 뜻은 다릅니다.

 

have been able to는 ~ 할 수 있었다.

예를 들어 I have been able to practice driving. 하면 운전 연습을 할 수 있었다 이런거고요.

 

could have pp는 ~ 할 수 있었을 텐데 (하지 못했다.)라는 뜻입니다.

예들들어  I could have practiced driving. 하면 운전 연습 할 수 있었는데 (못했다.) 라는 뜻이 됩니다.

 

 

he would be able to contact me  

그는 나랑 접촉 할 수 있었을 것이다. 이건 접촉했는지 못했는지 모르는거죠... 그냥 추측이라고 보시면 됩니다..
